No, you cannot.

Room capacity at Japanese hotels is decided by law (safety regulations), and a room price is assessed for each guest that stays in a room. This price per guest changes depending on how many guests are staying in a given room, and the number of guests affects the total price for the room.

As such, guests are asked to stay with the same number of guests as indicated on the booking.

If you attempt to stay with more guests than indicated on the original booking, you may be charged additional fees, or prevented from adding guests due to room capacity issues.
